The seat count is a homologation decision before it is a commercial one. Nine seats usually homologates as M1 and fifteen as M2, and in many markets those two sit in different duty bands and different inspection regimes. Fix the seat count before the conformity certificate is applied for, not after.

For airport, hotel and executive shuttle work the differentiators are ride and noise rather than capacity.
