Electric pickup truck export to Kazakhstan

Kazakhstan is left-hand drive and requires EAC certification against Technical Regulation TR CU 018/2011, plus a Vehicle Type Approval for series import. It is also the one market where rail decisively beats sea: containerised rail from Xi'an reaches Almaty in 8–12 days against six weeks by any sea-and-truck combination.

What does Kazakhstan require?

Steering
Left-hand drive
Pre-export certificate
EAC Certificate of Conformity (TR CU 018/2011) and OTTS type approval
Issuing body
Eurasian Economic Union technical regulation regime
Vehicle age rule
EAEU age and Euro-standard restrictions apply to used imports; new vehicles are unaffected
Ports and routing
Khorgos and Dostyk rail crossings; Almaty and Astana rail terminals
Sea or rail transit
8–12 days by rail from Xi'an or Chengdu

How is duty assessed?

EAEU common customs tariff plus VAT and a recycling fee (утилизационный сбор) apply. The recycling fee is substantial and is frequently omitted from landed-cost estimates — budget for it explicitly. Kazakhstan has applied reduced treatment to electric vehicles at points as part of its decarbonisation policy.

We quote FOB China and CIF Kazakhstan only — never landed cost, because a duty change between order and arrival would make that number wrong. Confirm the current rate with your clearing agent before committing to an order.

Who is buying MAXUS vehicles in Kazakhstan?

Oil and gas field service fleets in Atyrau and Aktobe, mining support in Karaganda, and municipal fleets in Almaty and Astana. The binding technical constraint here is not duty or certification — it is winter.

Which models can be registered in Kazakhstan?

Kazakhstan is left-hand drive, so the 17 models below are the eligible ones. Ordering the wrong steering is the single most expensive mistake in vehicle importing — the unit cannot be registered and cannot economically be returned.

Common questions about importing to Kazakhstan

How do these vehicles perform in a −30°C Kazakh winter?

Range falls materially: plan for a 25–40% reduction against WLTP in sustained sub-zero operation, because cabin heating draws directly from the traction pack and cold cells accept charge more slowly. Both platforms use liquid-cooled and heated pack management. Specify pre-conditioning while plugged in, so the pack and cabin are heated from grid power rather than from the battery — it is the single most effective winter mitigation available.

Is rail really cheaper than sea for Kazakhstan?

Cheaper landed, yes, once inland trucking from a Black Sea or Caspian port is priced in, and roughly a third of the transit time. Rail takes containerised CBU only — Ro-Ro is not an option — so vehicles ship two per 40HQ. Rail also avoids the seasonal Caspian ferry disruption that hits the sea route.

What does EAC certification actually require?

A Certificate of Conformity against TR CU 018/2011 on wheeled vehicle safety, and for series import a Vehicle Type Approval (OTTS). The certificate covers Kazakhstan, Kyrgyzstan, Armenia, Belarus and Russia as a customs union, which is why a single certification can open several markets. Uzbekistan and Georgia sit outside the union and run their own national schemes.
